What changed in December 2024

SES Hospedajes replaced everything

Before December 2024, guest registration in Spain was fragmented: National Police areas used WEBPOL, Guardia Civil areas used their own hospederías system. Both have been shut down.

Now there's one platform for the entire country: SES Hospedajes (ses.mir.es), run by the Ministry of the Interior. It collects significantly more data than the old systems — 21 fields per guest instead of the previous 8-10.

The two exceptions: Catalonia (Mossos d'Esquadra system) and Basque Country (Ertzaintza system) operate independently. All other regions use SES exclusively.

The legal basis is Royal Decree 933/2021, conceived as a police instrument for prevention and fight against terrorism and organized crime. It applies to every accommodation provider — hotels, vacation rentals, Airbnb listings, rural houses. No exceptions for small hosts.

How to get your SES credentials

One-time setup, takes 15-30 minutes

Go to sede.interior.gob.es

Find 'Hospedajes y Alquiler de Vehículos' → 'Access to Establishments and Entities Registration'. Click the @ icon in the Access column.

Authenticate with Cl@ve or certificate

Use Cl@ve PIN, Cl@ve Móvil, or a digital certificate. The digital certificate is needed for signing, but Cl@ve is sufficient for regular access. If you don't have either, start at clave.gob.es.

Fill the accommodation form

Enter holder details (your info or your property manager's) and accommodation details. Important: check the 'Web service communications' box to enable API access.

Receive confirmation email

Ministry sends an email with your landlord code, establishment code, and web service username (ending in 'WS'). This email is your proof of registration. Save these codes.

Note: credentials can expire

SES web service credentials expire periodically. When they do, go to the 'webservice user' section in your SES profile to reset the password. If submissions start failing, expired credentials are the most common cause.

Common problems hosts run into

SES platform is down / micro-outages

This happens regularly. You need a system with retry queues. Manual submission means you miss the 24h deadline. Technical outages are NOT accepted as excuses by authorities.

Credentials expired without notice

SES web service credentials expire periodically. Log into SES → 'webservice user' section → reset password. DirectBookings shows 'Failed' status immediately so you know.

Guests refuse to provide full address

Address is a required field under the decree. Explain it's a Spanish legal requirement for all accommodation. Hotel guests provide it too. No address = you can't submit = non-compliance.

Kinship relationships between guests

One of the hardest fields. SES requires you to declare family/partner relationships within a travel group. Your check-in form must ask this explicitly.

Multiple properties in different regions

Each property needs its own establishment code. If you have properties in Catalonia or Basque Country, those need separate systems (Mossos/Ertzaintza).

What is SES Hospedajes?
SES Hospedajes (Sistema de Entrada de partes de viajeroS en Hospedajes) is the Spanish Ministry of the Interior's platform for submitting guest registration data. It replaced WEBPOL (National Police) and Guardia Civil hospederías platforms as the single mandatory channel for all accommodation providers in Spain — except Basque Country (Ertzaintza) and Catalonia (Mossos d'Esquadra) which have separate systems.
When did SES Hospedajes become mandatory?
December 2, 2024. The platform launched January 2, 2023 with an adaptation period. After two delays (June 2023, then October 2024), the Ministry confirmed December 2, 2024 as the definitive mandatory date. WEBPOL and Guardia Civil platforms stopped accepting submissions and now redirect to SES Hospedajes.
How many data points does SES Hospedajes collect per guest?
21 data points per guest, including: full name, sex, nationality, date of birth, document type and number, full residential address, country of residence, check-in date, check-out date, and kinship relationships between group members. This is significantly more than the old system required. All data must be submitted within 24 hours of check-in.
How do I get SES Hospedajes credentials for API submission?

What happens if SES Hospedajes is down when I need to submit?
Technical outages are not accepted as excuses for late submission. The platform has experienced micro-outages since launch. DirectBookings retries failed submissions at 8 AM and 8 PM daily until successful, so you never miss the 24-hour deadline due to platform downtime.
Do Airbnb hosts in Spain need to register guests on SES Hospedajes?
Yes. Royal Decree 933/2021 applies to all accommodation providers regardless of booking source — Airbnb, VRBO, Booking.com, or direct. Airbnb does not submit to SES on your behalf. The host is legally responsible. For Airbnb bookings, you need a way to collect the required 21 data points from guests and submit them yourself.
What are the fines for not registering guests in Spain?
Under Organic Law 4/2015, fines range from €600 for minor infractions to €30,000 for serious ones. Repeated non-compliance or intentional failure to register escalates penalties. The Policía Nacional and Guardia Civil conduct random checks. Your vacation rental license can also be revoked. The Ministry has stated they won't sanction non-intentional violations during early adoption, but this grace period is now over.
Does SES Hospedajes apply in Catalonia and Basque Country?
No. Catalonia uses its own system through the Mossos d'Esquadra, and the Basque Country uses the Ertzaintza system. All other autonomous communities (Andalucía, Comunidad Valenciana, Baleares, Canarias, Madrid, etc.) use SES Hospedajes exclusively. If you have properties in multiple regions, you may need to use different systems.
Can SES Hospedajes credentials expire?
Yes. SES Hospedajes web service credentials can periodically expire. When this happens, API submissions fail. You need to log into the SES platform, go to the 'webservice user' section, and reset your password. If you use DirectBookings, the dashboard shows submission status per booking — you'll see 'Failed' immediately if credentials expired, and can fix it quickly.
Who is responsible for registration — the owner or the property manager?
The person in charge of the accommodation — not necessarily the owner. If you manage the property yourself, you register. If you have a property manager, they must register using their personal digital certificate (not the owner's). Shared credentials are not allowed by the Ministry. Each responsible party needs their own SES access.
